Lead Environmental Planner and NEPA Specialist
Cameron leads the firm's NEPA documentation and interdisciplinary facilitation efforts as the Lead Environmental Planner and NEPA Specialist. Since joining the team in 2018, he has served as the principal author of numerous BLM Travel Management Plan/Environmental Assessments (TMP/EAs), working closely with agency staff and public stakeholders to develop clear, legally defensible documents. Cameron also facilitates route evaluations and public engagement workshops, bringing strong communication and analytical skills to every phase of project development. With a master’s degree in education and prior leadership experience as a department chair in public education, he brings a unique blend of facilitation expertise, writing acumen, and cross-sector perspective to environmental planning. seven years of travel and transportation management project planning, route evaluation, NEPA analysis and writing, and public engagement experience as well as an MA in teaching English.

Derek plays a central role in internal process design, project scheduling, contract oversight, and cross-functional coordination. With a background in GIS, database development, and environmental planning, Derek has contributed to large-scale BLM travel management efforts across multiple western states. His dual focus on efficiency and innovation helps keep the firm agile, effective, and future-focused.

With more than a decade of experience supporting BLM travel management planning projects, Cole serves as the firm’s Lead GIS and Travel Management Planner. He specializes in route inventory facilitation, geospatial data processing, and field data systems. His technical expertise includes advanced GIS analysis, data quality control, and cartographic support for large-scale NEPA and TMP projects. Cole has led route evaluations and GIS deliverables for field offices in Arizona, Idaho, Montana, Nevada, Oregon, Utah, and Wyoming, and has played a key role in developing route evaluation procedures and guidance documents. His attention to detail and commitment to technical rigor help ensure consistency and accuracy in complex environmental review processes.

Les is the founder and driving force behind ARS, bringing over three decades of leadership in environmental planning, land use policy, and ecological research. With a background in biogeography and ecosystem conservation, he has led the development of some of the most innovative and widely adopted tools in the field of travel management planning, including the specialized route evaluation methodology and accompanying proprietary software now used across numerous BLM field offices.
He is nationally recognized for his leadership in facilitating complex public meetings, environmental documentation, interdisciplinary collaboration, and large-scale data-driven project design.
Prior to launching the firm, Les held senior roles at California State Parks’ Off-Highway Motor Vehicle Recreation Division and conducted pioneering ecological research through partnerships with the University of California and National Park Service. As a former instructor at the BLM National Training Center, he taught the Comprehensive Travel and Transportation Management (CTTM) course to field office staff across the western U.S.
Les has received numerous awards for leadership and innovation, including recognition from the Bureau of Land Management, California State Parks, and national recreation and conservation groups. With published work in peer-reviewed journals and decades of field experience, Les brings unmatched expertise in NEPA compliance, natural resource planning, and land management strategy.
